Hi all Newgate Purchasers,

I have set his new blog as to highlight on the latest on Newgate Project.

In the past 2 years, we have been trying to get new developers to come in to assist the reconstruction of the apartments. We met many developers, PWC and RHB Bank.

However, due to one reason or the other, all these negotiation did not materialised.

Then the bank decided to forclose the said property. We objected and finally the bank decided to auction the property.

There were 3 parties and finally one party emerged the best suitor for the project.

Currently, final negotiations on contract and Sale & Purchase agreement are in process with PWC. We are hoping that all the agreement can be sorted our within this month of March.

There after, we will call for the purchasers meeting to table the proposal.

  2. Is that area really that bad? Why can't reputable companies like Sime UEP or IOI take over and develop that area? Am sure with that a reputable company's experience and resources from nothing they can turn into something. Sigh!

  3. Hi jumpinbeanz,

    It not so easy to find a developer to take over an abandoned project. Most of them prefer clean projects. Abandoned projects come with a lot of liabilities and mess.It takes time to sort out this matters and many developers prefer to have brand new project and start fresh.

    How ever, we are fortunate that there are parties keen on rehabilitating Newgate and we are in the final end before signing the agreement.

    We hope that all matters relating to the agreement can be sorted out this month and we can call for the purchasers meeting by April.

  4. Hi again,

    I have met the developers last friday at the site. We are still facing some technical problem with the deal made by Pinggiran Setia and Ehsan Bina. PS has assigned 41 units of the apartments to EB as part of payment. How ever, the new developer does not want this portion included in his deal with RHB.

    Sure enough, the new developer needs to see profits.

    However, negotiations are underway with Ehsan Bian and hopefully we can resolve this matter this coming week.

    Failing which, RHB will have to seek court intervention and forclose the units. And all this process might take a while. Maybe 1 year.

    The new developer might just pull out if this things drag ad we cannot for see the stability of material prices in the future.

  5. Hi again,

    Latest News

    We had some problem dealing with Ehsan Bina. They claim that they have lost close to RM10 mil from the construction during Pingiran Setia time. They were given 41 units in lieu for the money.

    Now that the new party wants to come in, Ehsan Bina is demanding that they be compensated. Negotiations are underway to settle this impass.

    As for the buyers, if this issue is not resolved, the matter will go to court. This might take one year or so to be solved. But if this impass is resolved, then the newdeveloper will be able to sign the agreement with RHB within 2 weeks.

    As for the buyers, a delay will cost you more in interest payment. For the new developer, paying Ehsan Bina a hefty amount will increase the cost of construction. They have indicated that the top up will reach 25% if more cost is incurred at this point.

    Bad enough the prices of steel and metal is on the rise.

    However, lets watch and see what happens in the coming week.

    Met with the new developer yesterday. Things almost finalised with Ehsan Bina. Theyexpect to sign agreement next week and finally pay the deposit to RHB within 2 weeks.

    After the signing of SPA with RHB, we can proceed with other matters of the revival.

    I am Abby. One of the purchase of Newgate Avenue. In regards to the SPA between the new developer and RHB Bank. Do you mean that RHB will sell this abandon project to the new developer or award to the new developer to revive the said project? A bit confuse here. Pls further advise.

    RHB has actually advertised in the media to auction off the property. There were 3 suitors.

    However, we were very lucky that the company who got the right to the property wants to complete the project. I have met them many times and they are keen to complete the project.

    All matters have been resolved. Hopefully the agreement will be signed within a week or two.

    Then we will start the S176 process and call for purchasers meeting to table the proposed terms and conditions.

    However after 10 years of waiting. I have move on and got another property.

    My query here is if I intend to let go the unit which I hv paid 50% of the Purchase Price (20% downpymt & 30% drawdown from Home Loan). Will I able to sell the unit during the revival of the project (I mean during construction is in progress).

  10. We are working out some possibilities.

    Firstly, there will be some top up to pay to revive the project.The quantum is being calculated.

    Secondly, many including myself have bought our own property. We might not want to participate in the rehabilitation.

    The new developer is looking into buying out properties of owners who might want to give it up. Again we do not know the quantum yet.

    Anyways, the property prices have gone up from RM 150 psf when we bought to around RM 210 at present time. Newgate will be luckier than Rhythm as most of the interior and flooring will be new and modern design. With the LRT situated only 200 meters from Newgate and the construction of One City across the road, the prices might just shoot up.

  12. We got another problem!!!

    Pinggiran Setia has got an injunction to stop PWC from proceeding with the project.

    PWC is planning to seek to set aside the injunction. Hearing is on the 29th of June.

    We will have to wait and see.

    Just have a little more faith. You have waited for a very long time and it will be a waste to loose the property after such a long battle.

    We are already initiating some measures but will have to wait the outcome of the court hearing on the 29th.

    There are some plans. That all i can say at this moment. Just wait 4 days more and hope for the best.

    The 29th June date was just a mention date. All parties are supposed to file in their affidavits and the next hearing will be on the 19th of July. I think the case is going to drag on for a least another month or so.

    I have just spoken to the new party and they are still keen and hopeful that this case can be resolved the soonest.

  19. Dear all purchasers,

    Kindly follow these few simple steps to ensure that the rehabilitation process is not hampered by any new suggestion or action.

    I have seen many comments, but again, i do not want heroes who sprout up in the last moment and create unwanted chaos in the rehabilitation process.

    This rehabilitation is done by professionals and the bank and we leave the entire project in their good hands as they have a lot to lose as stakeholders of the project.

    As for the top up, kindly do not speculate in the web as we do not want to send early warning signals to the new developer that we are willing to top up to any certain percent.

    Any questions that you want to know, you can raise it up during the informal meeting with the developer, PWC and RHB. We will call for this meeting the minute we get relief from the court. In fact, the hall has already been booked.

    So as i say,KINDLY,

    1. Wait for the outcome of the case
    2. If we win, we will immediately call for purchasers meeting to brief about the project.
    3. After briefing we will hear input from buyers then apply for court intervention to sanction the rehabilitation of the project.
    4. Once we get court go ahead, we will call a court sanctioned purchasers meeting where voting will take place.
    5. It will about a month before we get a ruling from the court.
    6. Only then the construction can take place.

    Kindly do not scare the developer away as it has taken a lot of time and pain to assure that the project is viable. To date, after pinggiran setia, 7 different developers have come and gone.

    You can form residents committee but kindly get the mandate from the 1,100 odd buyers first. I will help to coordinate once we get the court sanction.

  21. Hi all purchasers,

    Two recent developments:

    1. A group of people are forming what they call Newgate Buyers Committee etc.

    I would only like to comment that there is already an existing committee elected in 2002 to manage the said matter. This committee had the mandate of almost 800 buyers who attended the briefing back then.

    The committee is still relevant and had played major part in intervening in a lot of matters such as dealing with Bank Negara for the waiver of Interest and the banks to speed up the tender process.

    Not only that, the committee has also played major role to encourage MPSJ and LLM to give new excess road at USJ21/8 and an Egress road from Jalan Aman to Putra Heights.

    Like Rhythm Avenue, when the former developer to PWC and RHB Bank to court, we as buyers intervened. Maybe we might have to do that this time around.

    When things are going right, some new hero spouts up. I am not worried that someone wants to from a new committee. It is their choice. Soon later, more people want set up their own committee.I have no power to stop that. However, the greatest setback will only fall on the buyers.

    Advance discussion has been held with the new developer and unlike Rhythm, Newgate will get brand new tiles and your common area will also be tiled. Rhythm was unlucky and now the common area at Rhythm are just bare cement.

    Even the car park issue has been almost settled. It wont by like Rhythm.

    Top up there is. It is not avoidable. But the amount is being discussed.

    Finally, i would hope that all parties to hold their horses any do not jump as it is VERY difficult to find a suitor to rehabilitate Newgate.

    2. As for the court case today, it is just a mentioned date with both parties submitting their affidavits. The court will decide today on the date of hearing. I expect the case might just take another 2 to 3 months to complete.

    As i said earlier, the new developer might abort is they are given any undue stress.

    I will be calling for the committee meeting this week to discuss the new developments.

    The developer has signed the S&P agreement with the bank. However, it is a conditional agreement. PWC will meet the developer to resolve the conditions attached.

    Very good news. We had a briefing session with PWC yesterday. They briefed us about the the rehabilitation of Newgate the time schdule.

    YB Theresa Kok, YB Hannah Yeoh and their assistance attended the briefing. Chew and myself on behalf of the purchasers attended the briefing.

    PWC will call for a unofficial meeting on the 7th of next month. Official letters will be sent to all buyers indicating date, time and venue of the meeting.

    We will also form a new committee for Newgate purchasers during the session.

    Will meet you all there.

  35. Re: 25% Topup to revive Newgate21

    Dear All,

    Understood that the sum of 25% top up is safeguard by the stakeholder.

    But how about the progress payment? If the new developer have did some progress
    works and after being certified. He will be paid and that is fine but what if
    like previous incident? Paid him for the work done but half way he is gone, end
    up we will be owing to the bank more that what we are now while project is still
    like a skeleton!

    If this happen wouldnt that even worse off than now?

    Why cant the progress claim payment be under the care of stakeholder with the
    top up fund? Built, completed, hand over keys and pay him the full sum.

    As presented on the meeting, they claimed that they have support by Amanah Raya
    Bhd a GLC. I wonder the support are upto what level? There was no representative
    from Amanah Raya Bhd attend the meeting and announce that Amanah Raya will back
    him up and that they have set up a Joint Venture for this project!!

    RHB has sold the project to them, and wash their hands off. But left us here
    wondering the financial standing of this White Knight..

    5 years back as claimed by PWC, the PSSB was the White Knight to our project but
    what had happened?

    Now 5 years later, again the PWC claimed that this Sumbangan Lagenda is our
    potential White Knight.

    5 years ago, PWC has failed us. They got their cheques from RHB. Left us what?

    All I like to point out is to ensure all progress payment and top up sum to be
    safeguard till the unit is deliver to us.

    Why this could not be done so? I wonder...

    I totally agree with Kaymen and Abby, just that we need an an assurance that Newgate21 be complete without hitch, i think putting the progress payment under a stakeholder is the best solution, i guess with the progress payment collected and generate interest monthly to offset incurred expenses, till the unit is deliver upon completion

    I will post the bank negara letter by monday. I am out of town today and will be around on Monday.

    As for the purchasers meeting, we have a sound approval from all buyers for the top up. We have 100% approval for the revival of the project. As for the exit clause, some 6% opted to exit leaving 94% agreeing to top up.

    Many matters were raised in the last meeting.We have a meeting again with Jason, YB Teresa Kok, PWC at YB Teresa's office last Wednesday. Chew raised some good points and Jason has agreed to come back to us within this few days.

    Will update once Jason and PWC put the proposal in black & white.

    The meeting date will be fixed by the Shah Alam High Court. We can request and i will seek advise from PWC on that matter. We managed to get a Saturday during Rhythm's time.

    As for the project, we will file in the request to call for a court appointed meeting sometime after Raya.

    Chances are, we will be able to call for the Court Convened Meeting before end of October.

    Kudos for your effort over the years. This had been a decade old pain for all the purchasers.

    In regards to the top up, how does it work? Are there any assurance if we top up, we do not ended up paying more interest if the new developer fails again?

    Cross our fingers & hopefully the new developer, Sumbangan Lagenda will able to revive & complete the project within next 1-2yrs.

    The interest payment is between you and your bank. As far as the developer is concerned, they have to complete the project in order to receive the collective top up money. As i have said earlier, the money will only be handed to the developer once you receive your keys.

    All matters pertaining rehabilitation of the project are going smooth. We hope to restart the development by December.

    Big Thank you to you and the team from the start and for this latest progress! Highly appreciated!

    I am one of the purchase's of Newgate 21 but I had given up a long time ago and therefore had totally lost touch with what has been going on. Who do I have to contact to update my mailing address and what's the next action to take from thereon?

    I've stopped servicing the loan interest with Maybank for a very long time now, can I just used the Bank Negara's letter to you to waive off the interest or how should I negotiate with them?

    With regards to the 25% top up, do I just apply with Maybank to top up the 25% from my existing loan or how should I go about it?

    You can contact Mr. Yoga at PricewaterHouse at yogaraj.thuraisingam@my.pwc.com to update your information.

    As for the bank, you can use the Bank Negara letter and forward it to the branch where the loan has been taken. Write a letter requesting for waiver. Lets see their answer.

    In any case, you are not the only one who did not service the interest. Almost 60% of the buyers are is the same boat.

    As for the top up, you can try with Maybank. However, from experience, most banks do not give additional loan when the account is non performing.

    You have to talk to your banker. It is totally their discretion to provide the additional loan. Otherwise, you will have to look other alternative solution.

    Pinggiran Setia is under receivership. We will have to use the company name until we get clearance from the High Court to introduce a new company.

    This will happen only after we meet again under the Court Convened Meeting sometime next month.The new company is Sumbangan Legenda Sdn. Bhd.

    PWC has submitted the documents to the court and we expect the court to give a date within 2 weeks.

    Once the date is granted, PWC will have to give 21 days notice to all purchasers.

    If everything goes well, we shall call for the Court Convened Meeting by early December.

Please advise as to what is the best thing to do as the letter did not state that the 25% top up can be paid upon handing over of the house keys but is stated as 3 time frames that is:
    a) paid within 90 days from the Unqualified Date
    b) paid after the 90 day period but within 9 months from the Unqualified Date
    c) paid after 9 months from the Unqualified Date

    What does the Unqualified Date means???

    Please advise as the 3rd time frame has an interest rate charged of 8% p.a.

    The unqualified date is actually date given to the new developer to comply with requirements from RHB Bank & PWC & the High Court to ensure that buyers are protected. Among items for the developer to full fill is the obtaining of Developer's license,top up of paid up capital of the company & providing financial back up for the project.

    From the date all this items are secured, then the top up payment date of 9 months will start. If there is no payment from the purchasers after 9 months, then a interest of 8% p.a. will be charged.

    You can enquire during the briefing on the 18th.

    As i have not received any documents from PWC yet, i cannot comment on the reply status.

    I have fully settled my loan with HSBC Bank and its panel lawyer have submitted the Receipt & Reassignment to Shah Alam High Court for revoke.

    Unfortunately, the SA High Court takes 3 weeks to fully executed the R & R.

    Hence, I am now a CASH Buyer. What should I do in order to have my status and right to vote to be updated for the 18 Dec CCM event.

    allow to reduce my interest charges from BLR+0.25% to BLR+0% and with a few condition.

    Send your documents indicating that you have settled your loan to PWC. They will ensure that you will get your voting right.


    Hi Chang,

    Most bank give discount or waive the accrued interest. In your case, they are giving you a deduction on your base lending rate. Banks are not always generous. I will suggest that you take the offer and maybe in 6 months appeal again to them for a better term.

    We now wait for the court order to come out. Once it is out, we will send notices to all purchasers to sign a supplementary agreement and to notify date of top up.

    The developer will also start to assemble his team to restart the project.

    You can pay the top up anytime after being advised by PWC. As for your loan with the bank, do not fully pay the balance of RM1k until the project is completed.

    Hi chang,

    You can request your current bank for the top up sum. However, it will all defend on your payment record with the bank. As Rhythm case, AM Bank provided special top up loan. But in the case of Newgate, we do not have such arrangement.

    Wait for further instruction from PWC. The developer needs to fulfill some obligation with RHB Bank before the project can kick off.

    The press conference was caleed by YB Theresa Kok and was attented by YB Gobing, YB Hannah and Jason from Sumbangan Legenda.

    It was called to highlight the current development of the said project.

    Jason highlighted as follows:

    1. They have appointed a reputable building consultant to gauge the structure stability. This study will be completed in 1 month
    2. Once the study shows positive results, the construction will begin. If not, remedial action will be taken.
    3. Facade of Newgate will be new and modern
    4. We are talking to One City for a bridge lingkage

    On the purchasers side, we have asked the following:

    1. Waiver of quit rent and assessment that is amounting to almost RM 120,000
    2. Approval for ingress road at Jalan USJ 21/8, opening of excess from Jalan Aman to Putra Heights and widening of Jalan Aman

    YB Theresa said that they would help.

    If you want to sell to others, i think this can only be done after completion of the project.

    Agreed that the new price will be higher as the place has developed and the property prices have gone up.

    Right now, all purchasers details are already in the court order. As such, you will be bound by the said order.

    I doubt that PWC or the developer can help you at this stage unless your purchaser is willing to sign a contract of purchase with you and pay the balance upon receiving the CF and the keys of the apartment.

    The developer is currently finalising all the requirements to comply with the court order.They are removing some caveats that were lodged by individuals and contractors. There after, they will have to pay the stamp duty which is amounting around RM 1 mil.

    The process is on going and once they have full filled their obligation, PWC will start sending letters to all purchasers on the start of construction and top up.

    We had a technical meeting at MPSJ last tuesday. Meeting was attended by the planning dept MPSJ, Sumbangan Lagenda, PWC, structural appraisal company known as Vertitech, and the architect.

    Meeting was called by MPSJ to check on the latest development on the project.

    According to Jason, all matters are on track. They have conducted the structural tests and are waiting for the lab results. Ms. Asha representing Vertitech briefed the meeting that they have already conducted the Visual Inspection and the Insitu. They have collected the samples of concrete to be tested in the lab to verify the concrete grade. She hopes that the entire report will be ready for presentation by mid may. This report is crucial for the developer to start the said project.

    The architect will submit the plans the soonest possible. MPSJ will assist in all matters in rehabilitating the project.

    On behalf of the purchasers, i have submitted a request to waive off all outstanding quit rent and assessment which is amounting to RM 1.1 million.

    Next meeting or report will be given in 2 weeks.

    Yes I have settled my outstanding with HSBC-USJ. I have not yet approached any banks for refinancing yet.

    Actually, when I settled my outstanding with HSBC sometime ago, I asked the bank if I could terminate the loan agreement.

    The bank replied that they cannot, because the agreement is such that it is linked to the draw down from the developer. And since the developer is in a bind, the bank suggest a wait and see what happens scenario.

    I may have to re approach the bank again in USJ to ask them if they can refinance if need be.

    Latest Information.

    Sumbangan Lagenda has paid the quit rent to the Petaling Land Office and Assessment to MPSJ last week. They have also submitted the building plan approval on the 27th of May.

    Bina Puri will be main contractor and upon approval of these building plan, work will resume shortly there after.

    We have submitted the request to waive the assessment and quit rent. As to move forward with the project, SL has been granted to pay the current dues in order to submit the plans.

    If the state gov agrees to the waiver, then it will be good news, but if not, the almost RM 1 million which is due will be shared by all purchasers.


    Hi Joanne,

    Your top up letter will only come once SL fulfills all obligation under the court order and takes over the said project. This is already in the final stages.

    PWC will send letters to all purchasers with this regard.

    I have been talking to some investors who are willing to buy units from distressed owners with better term from SL. They plan to buy back at 100% + RM 10,000

    This will enable buyers who owe the bank the principal plus interest to sell out their property without forking out any money ( and maybe make some money depending on your interest )

    We had a meeting with MPSJ yesterday. Jason, Micheal Tee ( Project Manager ) Bina Puri and myself attented the said meeting.

    As for the outcome, we are waiting for MPSJ to give the developer the green light to start.

    They have fulfilled most of the requirements and expect the approval soon.

    As far as MPSJ is concerned, i think there are too many departments handling this issue and they do not seem to be coordinated among them selves on how to give a quick approval.

    I have presented our request for waiver again, how ever, let us get the construction moving first.

    Sumbangan Lagenda is opening its office at USJ 21 and the ground cleaning has begun.

    Hope that MPSJ will do their part.

    As for the top, it will only take place once the developer fulfills all his condition to the bridging bank. Right now, 99% of the matters have been resolved, however, one of the Directors of Pinggiran Setia, Ms. Loke has filed in a caveat on the said property. This may delay the project for at least another 2 months.



    The banks lawyers and SL are trying to resolve this matter.

    Currently, you will only get information from this blog or from the yahoo goups that is managed by Chew. How ever, i understand that the developer has already taken a office in USJ 21 next to Klinik Kok & Wendy. The office should be ready soon and i will suggest that they open a web site to accomodate queries and see real time development.

    As for the rehabilitation program, we are still waiting for the outcome of to cases filed by the former director of Pinggiran Setia.

    There are 2 court hearing on Newgate.


    1st hearing is on the 8th of Sept. This is to hear Jessica's objection on the sale of Newgate to SL. The outcome will determine the caveat hearing which is on the 9th.


    Both hearings are at the Shah Alam High Court. Normally, hearing will start at 9.30 am.

    Let me get the full deatils and will post it.

    Firstly, the Plaintiff pulled out from the case on the 8th. This case was between the former developer and RHB Bank.

    The caveat case on the 9th was postponed due to the Judges Conference at Putrajaya. We have not been given any new date yet. Possibly the end of September.

    Alos to inform you that Sumbangan Lagenda / Bina Puri has established their office at USJ 21 next the Klinik Kok & Wendy.

    Will notify all purchasers once the office is operational.

Everyone can heave a sigh of relief, now that BInapuri is the main contractor as this construction firm is a reputable one, if I m correct, Binapuri & Tim Sekata are building the Ampang line LRT extension project to Putra Heights.     1. The cousrt hearing for the removal of caveat is on the 14th of November. Hopefully, it wont be postponed anymore.

    2. Binapuri cannot start reconstruction untl the caveat case has been disposed off. Same goes with the selling of units.

    3. I dont know on Sumbangan Lagenda's plan to sell any units yet. Again, the court battle is not over yet.

  164. The court case has been adjourned to the 5th of Jan. The Judge wants to claer all his old casses first. Never mind 1000 purchasers are suffering.

    Hopefully, we will get a positive answer on the 5th.

  165. Hi Pritpal, i would like to understand why the court case should cause the delay in construction.

    As i understand it, there is no injunction, only a caveat lodged. Can we claim for damages from caveator for the delays, additional fees and costs?

    Yes thee is no injunction, but there are 2 caveats lodged by the former developer.

    And yes, you can sue and claim for damages on the delays as per payment of interest, lost of income, late delivery etc.

    The way i see it, purchasers have incurred losses up to at least RM 6,000.00 in the past 8 months of delay.

    Consult your lawyer or let me know as we have a panel who is willing to do the claims for a minimum amount of fees.

    Hi and thank you for your efforts updating and provide alternatives to all these 13 years of suffering buyers, including myself.

    With regards to the claims and sue for damages on the delays as per payment of interest, lost of income, late delivery etc, you mentioned there is a panel lawyer which we could refer to with a min charge, right?

    Is that panel lawyer receiving any of Newgate21 buyers to file case already? How long this will take? What are the chances to win and get claims? How long will get the claims? I have no idea about these matters, please advise for my/others understanding as well.

    Or anyone has knowledge about this, or already file the case, appreciate if you can share with me/us.

  172. Hi YT FOO, correct me if im wrong, I dont think we can claim anything at all coz this is the new developer who revive the project.Our past developer already gone. As for the interest rate from the bank there is a letter can help us to wave the interest rate and the letter is from BANK NEGARA. FYI i have use this letter and show it AFFIN BANK they didn't wave the interest but they lower down the interest rate for me.Now im just hoping that the project will start asap.Cheers Mate!

    We have not filed any claims yet but have confirmation from several lawyers that the purchasers can proceed with damages claims as this caveat was done by an individual and this action has directly impacted the purchasers in loss of income, longer installment payment, interest payments etc.

    Hi Jroom,

    We can claim on a personal basis as the caveat was done by an individual. And as for the Bank Negara letter, it will help you to negotiate with your bank. Some banks do not entertain the letter but most of them will negotiate terms with you.

    As we understand it, the court case was won on 5 Jan 2012 and no appeal was lodged against the decision. Presumably no other legal obstacle to finally getting on with the work ...

    However, i have not heard from the developer on top-up, status update etc. No news is not good news :) Can't help feeling anxious in view of previous "false dawns" ... Please help us chase down the developer (again). Thanks!

    But I dun mind the top up money, yet the new developer is doing business, need some profits to make the project succeed.

    But since this is the #5 developer, and now already start to take money from purchasers, are we getting our units 100% at the end, instead of going thru again meetings with #6, #7, #8....developers at the end???

    Hope to hear from the experienced ones to ease my worries.

    I've received a letter from Sumbangan Lagenda requesting us to pay the top-up sum of 25%; payable to Pacific Trustees - Sumbangan Lagenda Trust A/c.

    Can we rest assure that the developer will not create anymore problems or abscond with the money? Are Pacific Trustees, the subsidiary of Sumbangan Lagenda or a Special Purpose Vehicle created by Sumbangan Lagenda? Are they related parties? Can they be trusted?

    Based on the letter, if we pay within 90 days, we are entitle for a rebate of 5%. When can we get back our 5% rebate if we pay on time? Should we pay the top-up of 25%? Can Pacific Trustees be trusted / reliable?
    When will the real work commence?

    Appreciate your response because this is our hard earn money and has been suffering paying for the bank loan through our nose since 1999.

  197. whether to pay the top up or not to pay, is up to individual, if you trust the trustee then you take the risk and pay and get 5% discount if nothing happen at the end.other wise just dont do anything and just need to ordered your bank to continue to pay the sum as per developer's claim & architect certificate. remember to call your bank when you received the claim letter from developer.
